National Functional Classification (NFC): The National Functional Classification (NFC), established by the Federal Highway Administration, categorizes public roads by their service—mobility or property access. The three main categories are arterial, collector, and local roads. This system guides transportation planning, roadway design, and determines which roads qualify for federal funding based on their functional role.
